FIA: World Motorsports Council holds final 2012 meeting

The final 2012 meeting of the World Motor Sport Council (WMSC) took place today, 5 December, in Istanbul. The FIA President, Jean Todt, opened the meeting by thanking Demir Berberoglu, Műmtaz Tahincioglu and the Turkish Automobile Sports Federation for their hospitality and for hosting the week of FIA meetings in Turkey. The following decisions were taken.

FIA FORMULA ONE WORLD CHAMPIONSHIP

The date for the 2013 Grand Prix of Germany has been moved to 7 July, and 21 July has been reserved for another F1 European event, subject to the approval of the relevant ASNs.

Amendments have been made to the 2013 and 2014 Sporting and Technical Regulations:


2013 F1 Technical Regulations

More stringent front wing deflection tests have been introduced.

Minor changes have been made to the front roll structure design.

There is an increase in minimum weight to compensate for an increase in tyre weight for 2013.

Deletion of the ‘force majeure’ allowance when a car stops on the track in qualifying. The FIA will determine how much fuel the car would have used to get back to the pits and add it to the one litre sample minimum.

All chassis will now have higher static loads applied to them (formerly only one chassis was tested to the higher loads with subsequent chassis being tested to 20% lower proof loads).

2013 F1 Sporting Regulations

For safety reasons, use of the DRS during practice will now only be allowed in the place(s) it will be used on the track in the race.

The team personnel curfew will be extended from six to eight hours on Thursday night and only two exceptions will be allowed during a season (formerly four).


2014 F1 Technical Regulations

A new draft with numerous changes was discussed and agreed by the F1 Technical Working Group and Powertrain Working Group.

The requirement for cars to be driven exclusively under electric power in the pit lane has been postponed until 2017.

A number of changes have been made to the power unit regulations with the aim of limiting technology in some areas in order to reduce development costs.

Changes made to bodywork design, originally aimed at reducing downforce and drag for increased efficiency, have reverted to 2012 specification.

The minimum weight limit has been raised to compensate for additional power unit weight.


FIA WORLD RALLY CHAMPIONSHIP

The date for the 2013 ADAC Rallye Deutschland is confirmed as 25 August.


RALLYING

In order to improve the promotion and media coverage of the FIA European Rally Championship, two new titles have been created for two-wheel drive cars (drivers and teams) and a qualifying stage will be introduced for events run on gravel.

To allow organisers to benefit from more foreign competitors and to give greater value, the events of the European Cups of the East, Central and South-West regions have been combined into a single European Cup.

The FIA has issued a call for Expressions of Interest for the promotion of the 2014 Regional Rally Championships.

The Regional Rally Championship calendars for 2013 were also approved.


FIA WORLD CUP FOR CROSS-COUNTRY RALLIES

The date of the 2013 Hungarian Baja is confirmed as 15-18 August, and the Sealine Cross Country Rally has been moved to 20-26 April.


FIA WORLD ENDURANCE CHAMPIONSHIP

In 2014 new LMP1 technical regulations will come into force. Strict equivalence between diesel and petrol engines will be applied and monitored. Petrol and diesel fuels with more bio-content have been decided.

From 2013, a limitation on the number of permitted engines for the LMP2 category and tyres for LMP2 and GTE Am will be imposed in order to help reduce costs.

The format of qualifying has been amended to make it more attractive for spectators and media. From 2013, two drivers must establish two lap times each and the average of the four lap times will be the reference time for establishing the starting grid. Warm-up has been cancelled, except specifically where required by some events.

Other changes to sporting or technical regulations concern clarifications, or address cost or safety issues.

The date for the Brazilian event in Sao Paulo has been changed to 1 September 2013.


FIA WORLD TOURING CAR CHAMPIONSHIP

From 2013, diesel cars will no longer be accepted in the Championship.

New Technical Regulations for 2014 Super 2000 cars were agreed in principle by the WMSC to provide for more spectacular cars with bigger aerodynamic devices and greater performance through weight reduction and power increase, while maintaining similar costs. More technical freedom will be allowed in order to cancel the current system of waivers and balance of performance. However, a balance of technology between front and rear wheel drive cars (balance of technologies) will be maintained.

The Brazilian event in Curitiba has been removed from the 2013 calendar.


FIA FORMULA 3 EUROPEAN CHAMPIONSHIP

Following the announcement made by the FIA about the 2013 FIA Formula 3 European Championship, the existing Sporting Regulations have been modified to reflect the needs of the new Championship. In particular, and to help reduce costs, a limitation on testing and tyres has been implemented, a single tyre supplier will be appointed, aerodynamic parts have been frozen and both 2012 and 2013 specification engines will be permitted.

FIA EUROPEAN CHAMPIONSHIP FOR AUTOCROSS DRIVERS

To increase track time and enable classifications to be managed in a more effective manner, the number of laps during qualifying and the Final have been increased, as has the total distance of any Final.

FIA EUROPEAN RALLYCROSS CHAMPIONSHIP

The following amendments have been made to the 2013 Sporting Regulations:

-  Drivers will no longer be excluded from the race as a result of a false start; instead a driver will be required to complete two Joker laps
-  The number of cars permitted to take part in the Final is set at six
-  Results from each round of the Championship will count towards the title
-  A ‘Rookie of the Year’ prize will be awarded to the highest-placed driver competing in their first   FIA SuperCar season
-  The limitation on the permitted number of tyres per event has been amended from four to eight
-  Drivers will be permitted a maximum of three engines per season. Any additional engines will be penalised by the deduction of 20 Championship points per engine
-  Only two turbos are authorised per event. Any additional turbos will be penalised by the deduction of 15 Championship points


FIA EUROPEAN TRUCK RACING CHAMPIONSHIP

For reasons of safety, from 2013 race trucks must have two rigid axles, as defined in Article 290 of Appendix J. In addition, a number of revisions have been made to the 2013 Technical Regulations to bring greater consistency and control.

In order to maintain flexibility and potentially integrate an event in Turkey into the calendar, the maximum number of events in the 2013 Championship is set at 11.


FIA WOMEN IN MOTOR SPORT

Working in collaboration with the Touring Car Commission, an FIA European Ladies' Trophy has been created within the framework of the FIA European Touring Car Cup. This has been established to encourage more women to participate in the sport and provide a strong platform for those already competing at national level. At least three women must contest the entire season for the title and prize money to be awarded by the promoter, Eurosport Events.


VOLUNTEERS & OFFICIALS

The WMSC agreed to the principle of introducing an international officials’ licence to enable officials to participate in international events, and to recognise their contribution to the sport.

KARTING

The WMSC has approved the principle of concluding an agreement with WSK Promotion s.r.l for the promotion of the CIK-FIA European and World Championships from 2013 onwards.

A number of calendars covering all disciplines around the world were confirmed.
